Midleton Northern Relief Road – Phase 1

MHL & Associates Ltd. Consulting Engineers were engaged by Cork County Council to prepare drawings and relevant documents for the provision of the Midleton Northern Relief Road - Phase 1. This included the planning, tender and construction stages. The Relief Road will connect the Cork Road to the Mill Road and will also provide access to zoned commercial lands at Knockgriffin, Midleton. Co Cork.

The proposed Relief Road connected Cork Road with Mill Road (1.6km) and provided access to the zoned residential and commercial lands at Knockgriffin Midleton Co Cork. The project included two new MOVA controlled signalised junctions. The project also includes the construction of a Railway Bride & River Bridge and road construction on soft ground. MHL & Associates were the lead Consulting Engineers. The project was opened to traffic in March 2009.

Estuary Business Park

Estuary Business Park, Carrigaline, Co. Cork

This 30m diameter roundabout was designed and constructed as part of the development of the Estuary Business Park, Carrigaline on behalf of the development section of Cork County Council. Following a tender design competition, where applicants were required to submit potential designs for the site in question in addition to their fee proposal, MHL Consulting Engineers were appointed to carry out the detailed design of the site in accordance with the preliminary layout submitted.

Design Elements

The site is located adjacent to the R612 Crosshaven Road on the outskirts of Carrigaline. Given its proximity to the Owenaboy River and its associated estuary the flooding potential of the site had to be determined at an early stage. To this end a comprehensive flood study was carried out in association with Cork County Council and the impact of developing the lands assessed. A minimum finished design level for the various infrastructural elements was set accounting for the impact of global warming on tidal patterns into the future. This was followed by a detailed site investigation study to determine the level of imported fill required. In this instance it was possible to balance the cut & fill requirements of the site with capping material being the only imported earthworks required. To comply with sustainable urban drainage systems (SUDS) and to enhance the environmental quality of the site open ponds were incorporated for storm water retention. This system was designed in association with the Irish Fisheries Board to minimise disturbance to the existing river bed. During dry periods the ponds were designed to become a wetlands area with intensive planting of reeds and other water based plants being carried out. The result was a habitat for wildlife birds as well as being an amenity for the site. The construction of the infrastructural elements of the site was carried out by Martin O'Callaghan Contractor following a competitive tendering process. The development of the site took 1.0 year and was completed on time and within budget. To date a number of sites have been sold and buildings erected.

The signalisation of the Dock Road in Limerick

The Scheme included the following: -

The signalisation of two existing junctions including, Courtbrack Avenue / N69 Dock Road and Atlas Avenue / N69 Dock Road and the construction of a new traffic signal junction at Alandale Development / N69 Dock

Construction of 8 sets of traffic lights, 7 pedestrian crossings, 13 primary traffic signal aspects, 7 secondary traffic signal aspects, 16 pedestrian signal and all associated drainage, loop detectors, tactile pavement, ducting and services.

The contract involved widening of the existing carriageway in the vicinity of the junction to provide additional lanes.

Road Works Marine Road, Dun Laoghaire Urban Renewal

Road Safety Audits & Traffic Management Plan – Road Works Marine Road, Dun Laoghaire.

M.H.L & Associates provided a Stage 1/2 and Stage 3 Road Safety Audit for the urban renewal works on Marine Road, Dun Laoghaire. The road safety audit was carried out in accordance with the new NRA HD19/09 document published by the NRA in January 2009.

The RSA was prepared by Brian Loughrey B.E. (Civil) who is a registered Road Safety Audit Team Leader with the National Roads Authority.

M.H.L & Associates also provided a traffic management plan to be included in the tender documentation. The traffic management plan was be prepared to comply with the requirements of Chapter 8 of the Traffic Signs Manual.

Dublin Road Green Route, Limerick

The Design and Construction of the Dublin Road Green Route, Limerick

MHL & Associates were the Employer’s Representative, Project Supervisor Design Process and Design Engineers for the Project, including Bus Priority Corridor Study, Preferred Route & Measures, Part 8 Public Display & Consultation, Detail Design and preparation of Tender Documents & Drawings and Construction Stage Supervision. The Project extends from Groody Roundabout/City Boundary at Castletroy to the Kilmurry Roundabout (2.5km), and included design of Site Specific Traffic Management Plans and Traffic Signals design.

The Project upgraded the Dublin Road providing a high quality environment for pedestrians, cyclists and the mobility impaired with traffic calming measures, improved bus facilities including bus lanes where possible and provide a safer environment for all road users.

The Design Process started with a full Bus Priority Study including Paramics Microsimulation Traffic Modelling of the impacts of the various potential improvement measures in 2004. The study covered a 5km bus corridor.

The works include 26100 sq. m of pavement resurfacing, 4000 sq. m of new inbound bus lane, 2500 sq. m of new cycle facilities, widening of roads and footpaths and associated works, construction of new footpaths, coloured road pavement overlay (bus stops and cycle lanes), Anti-skid surfacing, road markings and traffic signs, installation of traffic signals and controls, upgrading the public lighting, new services ducting, road drainage, upgrading bus shelter infrastructure, new zebra pedestrian crossings.

The Works Contractor was Siac Construction and the cost of the Works was approximately €2.5 Million, completed December 2008.

Signature Building Gouldshill Business Park Mallow

MHL provided the Engineering design for the Gouldshill Business Park Development

Following a public procurement process MHL were appointed as Design Engineers for the development of a Business Park at Gouldshill, Mallow by the development section of Cork County Council. As part of the competition process MHL submitted a proposed layout for the site which addressed key issues such as the steep gradient of the site, access proposals and servicing options. The brief outlined was to provide a sustainable design whilst adhering to the requirements of the client.

Following appointment MHL carried out a detailed topographical survey of the site followed by a preliminary site investigation to determine the suitability of the subsoil for road construction purposes. The primary aim of the design for the site was to optimise the available development land whilst minimising the cost associated with retaining walls and the impact on adjoining lands and properties. The final layout which proceeded to Part VIII planning in September 2007 was widely accepted as the best layout for the site.

Part VIII Planning

This Business Park Layout as shown includes for the provision of 23750 sq.m of Office Based Development and can cater for up to 950 number of employees. The project is to be developed using the latest environmentally friendly techniques and will rely heavily on intense landscaping and architecture to blend a very prominent site.
